I will start by saying that I am still new to EDH but heres what I see, or should i say dont see in your deck. A strong win con. I know you said you dont want to do the whole infinite draw/damage thing, but thats the reason people use Niv. That aside i will make some suggestions per your description.

Man-o'-War > AEther Adept 2U instead of 1UU
Compulsion > Mental Discipline
Deadeye Navigator + Palinchron /Peregrine Drake = infinite mana
Infinite mana + Kaervek's Torch /Fireball /Red Sun's Zenith or any other X spell= a win con that is not infinite draw.
Infinite mana + Blue Sun's Zenith = your entire library in your hand and mana left over to cast everything
Tandem Lookout /Curiosity + tims= 1 damage and a card. And can be used for the infinite combo with Niv just becuase its Niv and you gotta have the combo, even if you dont use it (much).
Im not a fan of Runewing or Kingfisher 4cmc for a 2/2 flyer just inst worth it to me, even if it does give me a card IF it dies.

Definitely add more X burn and maybe some higher quality creatures. But again I am a noob so everything I think may just be foolishness. I hope this helps you. +1 for the deck, because Im a fan of Niv and Im a fan of doing things that arent the norm.

Thank you for the read through on this. While i do have the bounce back stuff and cancels, what i really want it to do for me is pull off more of a draw/burn, i would love for every card in the deck to provide either draw, burn or both at the same time. If drawing a card burns them, burning them draws a card, casting a spell burns them or draws a card, then that is where i want it to go.

I definitely do have some cards in here at are weaker than others, but that is mostly because this deck and my others are built mainly from cards that i either bought when urza's saga first came out, or that i inherited from my brother that he had gotten before that.

That's partially why i want a list of cards to look for, so if i see them i can trade for them.

Instead of Mental Discipline , Compulsion .

Look into the Wheel of Fortune effects. Windfall , Timetwister , Winds of Change , Molten Psyche , Reforge the Soul , Mindmoil , Teferi's Puzzle Box , Dragon Mage and Wheel of Fate are a few.

Many of your creatures aren't suited for EDH in most metas.

Creatures:Try to phase out AEther Adept , Chandra's Spitfire , Fire Servant , Guttersnipe , Kingfisher to Niv-Mizzet, Dracogenius , Runewing , and from Thornwind Faeries to Zuran Spellcaster . Those creatures really aren't powerful enough in a 40-life, multiplayer format to do much of anything.

You may also want to reduce the number of instants you have, because, at present, you have a lot of one shot effects (use them and they are gone) which don't contribute well to mid/late game. Try Howling Mine type effects, which draw you a bunch and benefit everyone at the table (you most of all).

In addition, you may want to add some effects that interact well with Niv, such as Charisma and Basilisk Collar , as well as the standard edh Lightning Greaves + Sol Ring .

Nice work on the deck! It looks like it functions very different from mine, but it has similar results. Niv-Mizzet, the Firemind is my favorite commander. +1 from me!

One thing I learned to love from wheeling effects is that I can bounce other people's board states before they discard or wheel. Cyclonic Rift is best at this, but I also enjoy Evacuation Devastation Tide etc. But, that's just my play style. I love how you included Molten Psyche, I didn't know that card existed! Tbh, your deck has made me give mine a second glance. I filled mine with universal draws while you filled it with the hand wheels. Not sure which is better, but I am curious to find out.

What I have noticed from trying both is that global board draw is more reliable, but wheel effects are faster and more unpredictable. I can go from losing to winning the game with an instant or two, but the global draw cards put constant pressure on your opponents. Either are useful. It certainly doesn't hurt to have a bit of both, but I like the sheer mobility of wheeling and dealing.

I am sone what morally opposed to Cyclonic Rift, but I wouldn't mind using Evacuation. Devastation Tide fits well with Reforge the Soul thematically if not mechanically.

It is a target for niv-mizzet if the player has hexproof for what ever reason.
