Lazav is the commander. Deck is not unfair - It does not hose other decks as much, and tries to be fun instead of overwhelming.

This deck has a lot of "enter-the-battlefield" -triggers, so a card like Strionic Resonator and Mimic Vat may get out of hand unless taken care of. But most decks can hanlde artifacts just fine :) (unless they're black or blue).
