Hmm I am thinking about making an azorius version of this deck. Black is only really offering Batwing Brume because the other two black cards can easily be replaced by blue cards that do the same thing but better..

Yah. I am actually really heavily considering making this deck azorius. Because Gitaxian Probe is very appealing.

Man, Nef. I just playtested this against my Spartan boros deck. This thing makes for some long ass games if you don't draw your wincon enchantments early. But you pretty much can't lose if you get Silence and Ethereal Haze in a pair of Isochron Scepters. Not really the playstyle I enjoy, but I respect a well-built deck.

Alright, I took a look at the new one. I can't say definitively which is better as they both play fairly similarly, and no matter what, as soon as Silence is on the Scepter it's basically good game. If it were my deck, I'd probably stick to Azorius for ease on the mana base and for a better chance to use counters to protect casting the Scepter. if you're looking to refine, you might want to look into ways to increase the deck's draw speed. Because if you don't get to your Scepter combo, you're probably going to lose. If you just prevent combat damage for turns on end with silencing, your opponent is just building for a massive assault. So I think draw and tutoring is what you should be looking to add to make that combo as consistent as possible.

And if your opponent manages to get a creature on the field before your first silence, they can plink away at you until you're dead, because eventually you'll run out of ways to prevent damage. Sometimes you won't, and in those cases, you can dig to your wincon easily. The goal in optimizing a deck is maximizing the likelihood that your combo will go off.

Maybe find a way to work in 4 copies of Elite Arcanist. He's a bit more vulnerable to removal than the scepter, but he does the same thing, so he'd increase consistency. Just protect him with the fog effects. Once the combo is locked in, he isn't going anywhere.

I suggest against Elite Arcanist, as he can be removed VERY easily with bolts and paths and electros and so many things galore.

I'm gonna have to agree with femme here... Elite Arcanist costs so much and will be so easy to kill. It's more worth it just to run more draw power or tutors in my opinion.

Under normal circumstances, I would totally agree. Elite Arcanist is a weiner that specializes in getting you 2 for 1'd. But in this deck, where basically every card is a counter spell or damage prevention, I think it would be very easy to protect him. And with the Silence combo, you can't Lightning Bolt him if you cast ever cast a spell. I believe he's at least worth testing.

If I'm not mistaken, they can still cast instant spells as they will get priority on their turn. I really don't know magic rulings though.

None of these spells prevent noncombat damage Sagarys, and the bolt can still go through before the Silence gets applied.

That's true, but the same goes for artifact and enchantment removal, which is just about as common as Lightning Bolt these days. I only had consistency on the mind. In that case, I'll return to my previous suggestion - draw and tutoring. You may want to consider a back up wincon via some sort of damage spell you can attach to Isochron Scepter in case your creature spawning enchantments get nuked. Perhaps Bump in the Night if you keep a little black?

The scepter requires an instant card sadly lol.
I have Faith's Shield for protection against removal. But it's probably not enough.

Artifact and enchantment removal isn't actually as relevant. Burn only runs it sideboard because of Leyline of Sanctity, and Abzan runs Abrupt Decay because it hits everything. I can tell you from experience in running Worship, in that there isn't that many people playing artifact and enchantment removal as there are playing creature removal.
