As a beginner project, I've decided to make Commander decks of all different color combinations (or at least mono-through-tri-color) before going into repeats. Noyan Dar seemed like an interesting take on Azorius.

This deck emphasizes Noyan Dar making lands into creatures. Most of the instants and sorceries that allow this to happen are card draw/pseudo-scrying and counterspells. (Hopefully the latter doesn't come across as obnoxious.) There's a few awaken sorceries to supplement the land-pumping as well. Enchantments and creatures are focused on either pumping other creatures on the board or protecting the lands from destruction effects. The latter is mostly a concern for the creature-fied lands, since creature destruction seems more common than land destruction, but it never hurts to be safe for all of them.

The main issue I'm having is that the deck starts slower than I'd like. Per a friend's suggestion, I switched out Teferi's Response with a Sky Diamond to give a bit of a mana boost. Other cards that have been suggested/considered are in the sideboard.
