With this point spread, Storm turns into a tier 1.5 deck, losing the mass tutors that it used in conjunction with ramp spells for quick and unfair kills.

The speed of the storm decks relied on being able to funnel to high quantities of mana into one mass tutor spell, then winning the game with the three or four cards that the tutor found. By taking away those mass tutor spells, storm is limited to the pacing that the opponent sets. Hand attack will be much more effective against storm, as the deck no longer has a way to quickly refill the hand with relevant cards. Once you've exhausted key cards from the combo players hand, they will be much less likely to draw into a game winning card; The deck will no longer have access to the quick top-deck wins that everyone deemed unfair.

This point spread also opens up a relatively unexplored archetype, Mana Ramp. This 1.5 tier deck can use cards like Tolarian Academy, Black Lotus and Mana Vault inside of an Combo-Control list to sculpt a fair kill via Diabolic Revelations.
