Inspired by and based on the following "Revised only" deck (Sanctuary Prison):

Island Sanctuary

This is a very interesting card and mainly serves as a budget Moat.
It makes sense when coupled with Howling Mine and it makes the usage of Feldon's Cane unnecessary.
Please note, that without Howling Mine you will be stuck with the cards that you already have in hand or play.
In the end game, this card can be used to prevent being drawn out (by declining card draws).

The aim of this deck is to completely lock down the opponent.
Only win condition is to either draw out the opponent or by direct damage of Black Vise and Lightning Bolt.

Strip Mine and Armageddon should take care of lands.
They should be used as soon as possible since this deck does not require a lot of mana.
The artifact mana sources are often times enough to keep playing cards even without lands in play.

Balance, Wrath of God, Swords to Plowshares and The Abyss should deal with creatures.
Lightning Bolt could also be used but should be directed at your opponent if possible.

For creatures that cannot be removed immediately, the following cards serve as creature lock/slow down:
Forcefield, Island Sanctuary and Moat.
Island Sanctuary can also be used to artificially prevent your own card draw in the end game.
Most of the time it will be sufficient to only have one creature lock/slow down card in play and keep the other ones in hand.

Howling Mine is an essential part to get the deck going and should not be underestimated.
Demonic Tutor should be used to get a Howling Mine or creature hate/lock down if necessary.

Often times it is advisable to keep cards in hand in order to get life by Ivory Tower.
Lands and creature hate/lock down should be used for this mainly.

Artifact hate is fatal for this deck so try to keep Disenchant in hand (e.g. for Energy Flux).

Playing Winter Orb should be done with caution because sometimes it hurts you more than your opponent.

If you are facing a (nearly) creatureless deck, the following creature hate/lock down could be swapped:

Exchange Scrubland for Tundra and swap black cards for blue power from the Maybeboard but I do not think that it would enhance the deck very much.

Mishra's Workshop could fit in but I have not tested this yet.
