This is my Olivia Voldaren build for a R/B control-ish vampire, i welcome all suggestions, as the title suggests it's on a budget though so keep that in mind.

the reason I call it control is, I want to be able to take control of creatures i cant deal with, and just shut down ones i can, or have no use for taking
