Subthemes

I included most of the Will of the Council cards for obvious flavour reasons and synergy with Brago's Representative and Ballot Broker, top class Advisors.

While throwing in cards that had fitting names and subtypes, deck themes naturally arose, taxing players, enforcing rules, prevent unnecessary bloodshed and make a ton of life points in the process.

Commander Choice

I wanted Esper to access to both Azorius and Orzhov goodies,

Oloro is very strong on its own and synergistic with good Advisors like Karlov of the Ghost Council, thus he's onorary Advisor for the time being
