Very cool deck, you don't see enough EDH mill decks. I would take out the Training Grounds though, it doesn't work in your deck, it will not add 2 mana to the activation cost of Oona, X is not a mandatory cost. It will only work with the Magus (to make the cost 1)

Thanks, I'm trying to make it more of a dedicated mill deck because the faerie sub-theme isn't really working out too well. I'm planning on adding more repeatable mill like Mindcrank and Mesmeric Orb and removing some of the faeries.
Also Training Grounds does work with Oona (and Geth). Here is the relevant ruling copied straight from the gatherer:
Training Grounds can reduce the amount you pay for a creature's activated ability cost that includes X. For example, Drana, Kalastria Bloodchief has an activated ability that costs XBB. If you control Training Grounds and you activate the ability with X equal to 5, you'll have to pay only 3BB. This is true even if the ability states that X must be paid with a certain color of mana, as Crimson Hellkite's ability does.
It significantly increases the amount of cards I can mill. For example, if you have 6 lands out you can either activate Oona's ability once with x=7 or activate it 6 times with x=2 each time for a total of 12 cards instead of 7 (and as a bonus you can choose different colors for each activation which will likely get you more tokens)

Mind Funeral , Glimpse the Unthinkable and Sword of Body and Mind would love a spot in this deck, though not if your budget is low.

Yeah, I can appreciate that. My only other suggestion though is maybe a Fog Bank or card:Jace's Phantasm. If you get them early, they're great blockers while you're waiting on your commander.

The Urborg, Tomb of Yawgmoth is to make all my islands and non-basic lands into swamps so that Cabal Coffers and Magus of the Coffers produce ridiculous amounts of mana. It also guarantees that Wrexial, the Risen Deep will hit someone and it functions the exact same as a basic swamp so there's really no reason not to use it.
As for the Sands of Delirium , It's a possibility but I don't think I would run it because if I have enough mana to make it worthwhile I'd rather dump it into Oona to exile the cards and get tokens.

The Urborg, Tomb of Yawgmoth with Magus of the Coffers is an amazing combo I never considered for a multi coloured deck. Nice find.

If you use Mindcrank why not use Bloodchief Ascension too? They both are a good combo together and the ascension can be a second win con in this deck itself.

Especially with Dreamborn Muse a boss card would be Psychic Spiral turn that self mill into actually mill. Plus your likely to fill your graveyard anyways with all the instants and sorceries you have.

MartialArt, I see your point though, with a charged up Bloodchief Ascension any mill will do a ton of damage and gain you a ton of life. The problem is that I want this deck to win by mill and I don't think it really fits the theme of this deck.
thetheoryz, Psychic Spiral is a great suggestion, It's going in the maybeboard until I can pick up a copy but when I do it will likely go in.

You could think about card:Feldon's Cane. It shuffles you back everything you used this far for further use in the game with tutors or simply by drawing it again.
And it only costs 1 mana and no further activation cost then tapping it.

Whispering Madness is great exp if you keep hitting, and using up your cards in hand. Also helps to mill + disrupts others plans by chaining their cards. Also helps mill everyone in the game.
Paranoid Delusions the none rare version also good for Spam milling 3 cards.
Don't know if these are worth it for you but still :)

I really like your deck, I had a similar idea with Let's All Mill. I was surprised with how well it can perform. Dimir in Gatecrash brought in some pretty powerful creatures for milling, and I would consider Lord of the Void , Undercity Informer (good with Undead Alchemist and Oona's faeries) and Consuming Aberration .

I hate to say it, but you can't play Crypt Ghast in a non-White & Black commander deck. The Extort reminder text has a white mana symbol, making it's color identity Black and White. Other then that, and the exception of no infinite combos, it looks pretty good. : )
