Classic control combo deck.

The short story

Step 1: Ramp

Step 2: Counter game winning spells

Step 3: Get infinite mana and have Oona exile everyone else's library thereby winning the next time they would draw

The long story

Ramp is critical in this deck because it's essentially mono blue and if people know what you're doing you will become the top target extremely quickly. There is a transition period where you'll be needing to dig for combo pieces while keeping mana available for well placed counterspells but if you don't have the rocks to do both you'll be sunk (lol, Capsize). The all-stars are the usual suspects Sol Ring, Mana Crypt, Mana Vault, etc. but I run a ridiculous amount of other random rocks as well, generally focusing on 2cmc.

Counterspells shouldn't be wasted on spells that don't either win someone else the game ( Tooth and Nail ), or screw your plan entirely ( Humility ). Consider them a "break in case of emergency" thing. Not only are they card disadvantage but also make enemies immediately. If you're not saving the game, don't cast them. I skipped the ones that say "target creature spell" or "unless opponent pays X" or whatever because, well, you need the spell to not happen and those variables are not worth the risk.

Now you transition. During these turns you can cast Oona and slow roll them if you have the mana to do that and still be relatively protected. She's a boss. Doesn't need to ever attack, just chill, exile some stuff at end of turn, make some faeries. Oh, and after somebody grabs a Blightsteel Colossus with a Worldly Tutor pay 2 mana to exile it and giggle.

Infinite mana combos

Here's where the winning happens. We've got some well placed tutors, big card draw spells (at instant speed of course) and a little redundancy so you should be able to get there.

Deadeye Navigator + Palinchron or Peregrine Drake. Everybody loves / hates this combo and while I personally think deadeye should be banned until it is imma use it. I guess I should grab a Great Whale too?

High Tide + Palinchron + at least 6 Islands.

Grim Monolith + Power Artifact or Basalt Monolith. Note that this only makes colorless mana so make sure you've got the islands to do what you need to do.

Dramatic Reversal + Isochron Scepter with the right mana rocks, one that makes / fixes for blue.

Now you cast Oona, Queen of the Fae and exile everybody's libraries. Then they will lose on their next draw step(s). If you're on infinite mana and do this try to actually AVOID getting the Faeries since you don't actually need them. Name black for the mono green deck or whatever. It's EDH and you never know when someone is going to Flash in a Massacre Wurm , right?

Warning: This deck is competitive and is not fun for the other players in the game. Use with caution and maybe only once every 6 months or so with your friends.
