I would definitely replace Rouse the Mob with Titan's Strength , much cheaper and you aren't going to get too much use out of RtM's trample ability.

Maybe, but Titan's Strength will help you deal more damage with Nivix Cyclops +Aqueous Form and give you an additional scry.

You have 8 creatures in there with which to win the game and no really good way to dig for them. Also, there are 7 cards which are dead unless you have a creature out. "Dies to doomblade" is real here.
You would be better off going for burn and counterspells and winning with 4 Lava Axe . Here is a sample list:
22 lands, feat. 4 Izzet Guildgate
4 Lava Axe
4 Time Ebb
4 Disperse
Draw cards, deal to the opponent 4 instances of 5 damage. Return everything to the hand.

Boza - Maybe a little better off, but Doom Blade isn't a threat here - if the standard printing is uncommon then it's not allowed in the tournament, so no Riddle either. Devour Flesh /Grisly Spectacle /-x/-x common spells are still a threat, but black has a hard time mounting a counter-attack in common, and I can always devour my Omenspeaker s. Hopefully
Divination 's good and I would kinda like to run more, but eight of my spells draw anyways, and Inaction Injunction has utility on top of that. Omenspeaker scrys to make those draws better, and aggro is big right now, so having a fat blocker and being able to ping down lots of creatures with Electrickery keeps me from getting overrun better than 3+ cost burn like Bolt of Keranos and Explosive Impact . Those can burn towards the win of course, but the current deck feels a lot more resilient to aggro despite not having good lockdown spells like Sudden Storm just because of fat blockers - and with no one running Explosive Impact from what I've seen, and not a lot of black, Nivix Cyclops is a win con that stays out of burn range.
All that aside, I think focusing on Optic Blasting people is a little more fun to boot even if it might not seem as competitively optimal.

OK, how about a simpler suggestion: Goblin Electromancer . It will reduce the cost of all your spells and make divination a lot better than wild guess (which is a terrible card in any case, you get 0 card advantage from it)

I feel like your assessment of Rouse the Mob over Titan's Strength is correct. Trample is relevant when your dude is a 13/4. Also, i'd say Nivix Cyclops works best in a Izzet / Grixis Control list. I've already submitted to the event (Secondhand Junk) but i'll brew something up and see how it does.
