Don't overlook her "discard" wording... It opens up more potential besides just cycling. Cards like Oblivion Crown would be perfect for her and you're in the right pauper colors to keep your hand full. Should be fun to brew.

There are sixteen spells with Madness in those colors as well. Lots of discard can you get from looting, too. Krovikan Sorcerer could do good work in this deck.

Fell Specter PDH and Cliffhaven Vampire - Pauper Extortion EDH ... my Cliffhaven deck is probably one of the first PDH decks I made and is arguably my most consistent deck for multiplayer games... it regularly competes with and irritates the hell out of normal EDH tables so much to where it often times gets focused out of matches lol.

I'd also argue that my Cliffhaven Vampire deck, as it stands, is currently the most optimized because I've accounted for the most recent sets coming out and have kept it up to date.

Because in Pauper EDH you use a creature that was uncommon as your commander, and the 99 are anything thats been common

oh i thought the commander could be any given card from common to rare or any legendary. well i will change the deck so it can be legal and submit it again, the inkfathom deck can be on the list at least, and were is the link to the official/unofficial rules?
