For those of you that have been playing for a while all I would like to say is there is a reason they called it the "black summer" for those of you who don't remember ice age standard Google it. They named a time of year around a card. Now that's what I called broken.

I vote Island . It's so broken. Without it, you wouldn't be able to cast Jace, the Mind Sculptor , Time Walk , any multitude of counterspells, Ancestral Recall , Timetwister and the oh so powerful, Storm Crow

I feel that any card that can find its way on the the vintage restricted list would be a serious contender for the best MTG card ever.
Tinker is for me, one of the more ridiculous ones. Although it is only in today's time that we see how truly broken it is. Consider turn 1 Island ,Mana Crypt and then cast Tinker sacrificing the Mana Crypt and searching Blightsteel Colossus . Phenomenal power.

I personaly only know standard cards. I'd have to say Phyrexian Obliterator , if the opponent doesn't have some sort of removal to take care of him, they're screwed. Ive had so many rage quits while playing online because of him lol.

Platinum Emperion !! Whenever he hits the table, if he isn't taken care of right away, all of my opponents groan! Also Pelakka Wurm and Engulfing Slagwurm . They are hated so much by the people I play with because of me. Concerted Effort is also very amazing! I've also found that I'm increasingly using Sundial of the Infinite in all of my decks because it's so amazingly good!

I vote Snapcaster Mage because not only is it very powerful, but it gives you a lot of variety and options when you play it. I have so much fun with that card. It is also as good as nearly any instant/sorcery that will ever be printed.

I kinda like Braid of Fire , especially that I don't have to worry about mana burn. That baby + Charmbreaker Devils + Comet Storm in the grave? I hope you got removal on hand...

Surprised that Bloodbraid Elf hasn't made the list. Arguable one of the best creatures ever, 3/2 haste AND get another permanent out for CMC of 4. Wow... Makes Vengvine amazing.

Sol Ring and Dark Ritual tend to help do some crazy stuff.
Also, Wurmcoil Engine itself is pretty tough to deal with, if it gets out.

I don't play much other than Standard and I've only been playing magic since the Shards block, so for that reason my choices are more recent:
Snapcaster Mage , Jace, the Mind Sculptor , and Dismember
Snapcaster Mage : Flashback is rediculous on cards that weren't meant to be flashed-back.
Jace, the Mind Sculptor : the most rediculous planeswalker ever printed and there was a time when he was in every blue deck for obvious reasons.
Dismember : iffy, but giving any color removal capability really gets rid of black advantage.

Wait, I thought you said no Power Nine, and yet you've listed Moxen as being votable for and people have voted for Time Walk . I could have sworn those were Power Nine.
Anyway, might have to say Necropotence for my answer.

I can't decide between:1. Tinker for reasons explained above.2. Arcbound Ravager When he was in standard his deck dominated and even still in modern this deck sees a lot of play and a lot of wins. I love this card so much. So powerful.3. Gaea's Cradle Produces rediculous amounts of mana. Amazing.
