This is my attempt at a blue/black mill deck for EDH based on the ability Phenax gives creatures. The main idea is to play big defensive dudes and sit back, then at the end of the turn before yours tap for some milling.

My playgroup tends to be removal-happy, so there is some stuff to give your important dudes shroud or hexproof. There are also some counters to deal with boardwipes.

Wrexial and Sepulchral Primordial are included as well to have fun turning opponents' graveyards against them :)
