My attempt at a multiplayer EDH mill deck, at a realistic budget. My group currently does not allow tutors, in an effort to regulate deck strength and make games more fun. So, if you want to build this at home, you'll probably want some of those. This deck is pretty powerful once Phenax, God of Deception drops, but you'll want to try to keep him from becoming a creature unless you have something really powerful to play. This deck is very different than what I originally put up, and that is all thanks to the awesome commenters that helped me build it to what it is now.
