This is just your run-of-the-mill (no pun intended) mill deck with Phenax at the helm. It's meant to be more casual and underpowered in that it doesn't run so many tutors or control magic. It just synergistically mills opponents while taking advantage of that. That being said, you could definitely optimize the deck more by adding in a ton more tutors to find Eater of the Dead and a bunch more cantrips and control magic to be as consistent as possible. Fair warning though: running it that way gets old really quickly and can lead to boring games both with it and against it.

I've been playing this deck for a long time - ever since I started playing Commander after Theros block made me quit Standard. It's changed quite a bit over the years as better cards have been released for it. The main goal of the deck is to mill opponents as quickly as possible in order to make use of their own resources against them. If you manage to get some finishers like Guiltfeeder, Consuming Aberration, or Eater of the Dead then it's game over.
