Made this to take advantage of the new UnStable commanders being allowed for a month.

I went with the Idea that of a shapeshifter Deck because I thought it would be on flavor for the Leader of a spy organization. Phoebe herself keeps creature effects I don't like in check, while my shapeshifters copy them!
