This is a mono-blue standard deck centered around Thing in the Ice  . You're more likely to draw an instant/sorcery than you are a land in this deck. Brain in a Jar also feeds off this abundance of noncreature spells, ramping up counters and allowing tempo spells to be cast on almost every turn and sorceries to be cast at instant speed.

If you can get Thing in the Ice   out quickly, either your opponent will concentrate on removing it, giving you ample time to ramp up your counters on Brain in a Jar, or they will leave Thing in the Ice  , allowing it to transform. After flipping Thing in the Ice  , you can rely on Engulf the Shore to keep everything apart from your Horror off the battlefield.

Rise from the Tides is an amazing card for a deck that is so light on creatures and so heavy on instants/sorceries. And in the late game, Coax from the Blind Eternities can be relied on to pull Emrakul, the Promised End in for the win.

This deck relies on tempo and frustration - as the game goes through the turns, it starts to favor this deck.

Any thoughts, suggestions or comments are welcome! I'm looking to build this thoroughly, but on a budget. Lucky for me, mono-blue standard decks don't seem to be the thing, so the cards are pretty cheap!
