Trying to get maximum value out of Nivmagus Elemental, Young Pyromancer, & Guttersnipe. Cast a Spark Jolt , scry 1, get a token, do 2 damage, pump the elemental, and maybe do 2 more damage w/ Purphoros, God of the Forge. Pretty good for a 1-mana spell that doesn't resolve...

Side note- I guess budget is a relative term in standard. You could do Izzet Guildgates over Steam Vents and drop Purphoros, God of the Forge for Spellheart Chimera or something to make it more wallet-friendly.
