The idea is to overwhelm the opponent with unblockable rats.

Getting relinquery tower out and then by playing secret salvage, you can get all of your rats in your hand. This takes out a third of your deck giving you decent draws.

Ideally the opponent will play settle the wreckage on a decent sized attack at one point, so you can get out extra land to really dump out some rats and improve your draws.

The soul scavenge will help with dealing with the losses from chump blocking.
