U/B pirate control theme.

I've debated some of the instant speed draw sources over Chart a Course but Playtest have it working fine.

I've done some janky manuvers with the Hostage Takers and Siren's Ruse or Scarab god-- I really like this synergy

I've also toyed with adding Consign//Oblivion or Perilous Voyage to deal with things like Cast Out. It may not be proper removal, but it changes the board state long enough to hopefully solve the problem.
