This is my take on a Underworld Dreams + Megrim deck. It has slight control elements and forces the opponent to overdraw, pay for each draw, and pay for discarding to hand size.

A few of the main pieces are obvious: Teferi's Puzzle Box, Underworld Dreams, Megrim, and Howling Mine. Swans of Bryn Argoll is a great chump blocker to force your opponent to draw, as well as being a good target for the cipher trigger on Whispering Madness, so on and so forth.

This is a very rough first draft, and I'd be more than happy to look over any suggestions that can be offered
