Yeah I thought about Sundial of the Infinite but because it'll cost more overall to cast than Stifle or Torpor Orb I decided not to add it. Thanks for the recommendation though!

I used to have Phyresis but the issue I encountered was that it doesn't allow my Eater of Days to one shot my opponent unlike Tainted Strike which adds +1 and is a nice last minute Instant surprise. But you are correct, it would be good to have another way to add Infect. Thanks for the suggestion!

As for suggestions, Apostle's Blessing is awesome because it protects both your phyrexians, eater of days and the orbs as well (people usually respond my phyrexian by destroying my orbs, which sucks) and works against Abrupt Decay, which our Not of This World will not save us from, you can also consider that it gives you protection from colors, something that can be good if your opponent can block/mitigate some of your phyrexian's damage and won't die in just one turn, then you get protection and attack unblocked!
Toxic Deluge and/or Languish are very good against aggro/tokens and since we're talking about the sideboard, I think some Leyline of Sanctity won't hurt...
You may also consider 1 or 2 Academy Ruins to bring your stuff back as well.

AcNoDc, I can't afford Underground Seas at the moment and am not a fan of the alternatives. If I wanted to make this mono blue what would you recommend? More counters or Apostle's Blessing instead of Tainted Strike to protect your dudes? Back to Basics? Also, your list you could sub in Rite of Consumption for Tainted Strike. Not sure it would be better but it's a thought. Nice deck!!

Thanks for the suggestion! I had thought about Rite of Consumption but decided to go Tainted Strike bacause of it's mana cost, it's an instant, and with Eater of Days it one shots the opponent.
In regards to going mono blue, I would add more counter spells like Daze and Spell Pierce for example and add more protection for you creatures like Apostle's Blessing.

Trickbind is another stifle effect that has split second, it is very good against the control match up, and having another Stifle can help you deal with Wastelands, and fetches. Also why no basics at all, as it is you seem pretty vulnerable to it, or things like Price of Progress, Blood Moon, Back to Basics, etc, which have become more and more popular. Also you could add a bit of assurance in Jace, the Mind Sculptor, to bounce dudes on the other side, and find your stuff. Just a few thoughts. Also I thin yo have room for the ever popular Standstill for the classic dreadstill. ALso for the side it might be useful to find a way of protecting your dudes rather than playing eight of them. I tried Lightning Greaves, and Alexi's Cloak. Both were pretty good.

I am confused about the mainboard Surgical Extractions. Can you explain their purpose.

In almost all matches I've played with this deck, having Surgical Extraction mainboard has been a huge advantage. It can be used to remove opponents dual lands after a Wasteland or any other vital card to that persons deck say after a Thoughtseize. Very under appreciated card and people don't expect it mainboard.

I agree with your reasoning AcNoDc, Surgical Extraction is indeed under appreciated, but IMHO Extirpate and/or Split Second is even more under appreciated! Specially in Legacy that is flooded with Force of Wills and fast removal/counters! I think you should run at least 1 copy of Extirpate and since you're running 3x Surgical Extraction you could very well replace 1 (or even 2) of them for Extirpate for more assurance of removing dangerous cards. I play a similar version of this deck and you could also think about adding Lotus Petal as well for more chances of doing your combo at Turn 1

I'm looking at this deck, and I love the idea of tron-ing big, cheap creatures with stifles, but I have some trouble with the usefulness of Counterbalance. The only thing I can assume you are hoping to prevent are other counter spells or kill spells. What if someone plays a Geist of Saint Traft or something difficult like that? I think you should have some more variety in mana costs to really make that Counterbalance do some real work. Otherwise, I like the strategy.

@CrimsonSun It's actually pretty typical to play Counterbalance in a deck of all ones and twos because most of the threats you want to stop are in that range. Secondly its typically better to have stuff for the none one and two cost cards in your sideboard since you don't deal with them that often. Which his sideboard does have a three and two fours which can deal with those threats in addition to their normal benefits.
That isn't to say its a bad idea, if your meta calls for it, but as a whole right now it isn't really required.

You need basic lands so you don't get wrecked by Wasteland or Blood Moon, I'd recommend at least 2 islands and 1 swamp.

I'd drop 4x Underground River for 2x Island, 1x Swamp, 1x Urborg, Tomb of Yawgmoth. Having no basics hurts when vs'ing Blood Moon and Back to Basics, among other things. Urborg helps with the BB on Hunted Horror

In reference to the "counterbalance doubts" I have a question: can you use de sensei's divining top ability to check and reorder the cards on the top of your library after your opponent have play his/her spell but before counterbalance ability triggers?

You can use it before counterbalance resolves i.e. Opponent plays a spell which triggers counterbalance, then you activate sensei's divining top, reorder your cards, then counterbalance resolves and you show the card.
