First draft of the deck, definitely needs to be tweaked after I play test it.

The idea is to play reactively with curses. Someone destroyed Marchesa? Rude. Cast Curse of Exhaustion on that bih. People will think twice about being rude to the Queen, especially if the curse triggers on attack. You'll have an entire table to finesse into attacking your opposition, and they'll see a benefit and go for it.

The Monarch mechanic also incites more combat than normal. Who doesn't want free card draw? Fortunately, you'll benefit whether you're the Monarch or not.

This deck has a small suite of suspend cards. The idea here is to drop one as a visible threat, eliminating the possibility of a bluff. The other players will try so hard to sway your Curse of the Cabal away from them after you slap some time counters on it. Which player will disappoint the Queen the most? He/she gets to sac half of their permanents!

There are some token generation cards to try to keep a steady flow of creatures for the curse triggers. They should also help with the late game as well.

Lastly, there are some pillow fort effects. These are for stalling if you become a target. The main wincon (so far) is to eliminate the competition down to a 1v1, then drop an Open the Vaults effect and slap all of your curses on the remaining opponent. This will (hopefully) let you take a swift victory.

I have yet to do any sort of math in regards to the mana base. In time I'll see if it needs more ramp/more or less of certain colors.
