Citizens of Paliano, comply with Blind Obedience or deal with the Comeuppance of Her Majesty Queen Marchesa, the Black Rose, first of her name, head of the council, guarantor of lawful governance, sole sovereign of the High City, true heir to the throne of Paliano and all the rights and privileges thereof.

The Custodi, now lead by Obzedat, Ghost Council, will oversee spiritual irregularities, as well as provide Sublime Exhalation and Hallowed Burial to the Condemned in the Ghostly Prison. Followers of False Prophets will be considered heretics and punished with exile.

High Counselor Teysa, Envoy of Ghosts is Her Majesty's Right Hand and most trusted advisor. Kambal, Consul of Allocation is the Keeper of the Coin, overseer of taxes and economy.

Ob Nixilis of the Black Oath, Captain of the Guard, is Always Watching over the streets of Paliano, keeping it safe for everyone, Routing any attempts of rebellion and stopping the Tragic Arrogance of those who believe to be better than Her Majesty. Rumors of his Underworld Connections and a growing suspicion of a Demonic Rising can be heard across the city, but no one was able to prove it so far.

The Queen herself keeps tabs in the Black Market and makes sure that her Royal Assassins are able to deal with any potential threats. And it seems that She also struck a deal with Kuro, Pitlord and Kalitas, Traitor of Ghet, meaning that even Demons and Sangromancers are under the Crown's control. Any attempts to overthrown Her will end up in an Anguished Unmaking or a Deadly Tempest.
