Rofellos, Llanowar Emissary is also a banned general.

Most of the cards on that "banlist" aren't banned in Commander. Shahrazad , Sol Ring , card:Sensei's Divining Top, Force of Will , Demonic Tutor , Mana Drain , Skullclamp , Pathrazer of Ulamog , Artisan of Kozilek ... all legal in EDH.

I'll add additional explanation. We are playing with those cards banned because they warp the format or are prohibitively expensive for our purposes. We all have obscenely expensive or powerful decks and wanted a new experience. Rofellos does not prove to be very formidable without rares.
