Control the spectrum, blind them with the light

Essential Cards Breakdown
Cruel Ultimatum: This deck is under the cruel control archetype. The first thing that should come into mind should be this card. The mana can be harsh but it gives creature, card and life advantage.
Sphinx's Revelation: Adapting to 5 colors is difficult. There will be plenty of life loss, for sure, so this card is the one to keep us alive and running.
Glittering Wish: This card is the response digger. Take cards from the sideboard and cast them to respond to enemies. The sorcery speed is bad though.
Cryptic Command: Any modern control deck running blue should be running this. This is the most versatile control card ever.
Lightning Bolt: Never under estimate 1-drop removal. This works best in early.
Snapcaster Mage: There are times where you are out of hand (literally and non-literally). This guy should help us respond to our opponents.
Lightning Helix: Again, there will be plenty of life loss. This card should act as removal/burner and life gain.
Chromatic Lantern: Having the wrong colors for mana will screw us up very badly. This slow yet very ultra useful card should help with the mana fixing.
Supreme Verdict: The best board swiper.
City of Brass and Reflecting Pool: This hell of a combo land cards will help with the 5 colors thing. The pain mana can be "painful" but there's life gain in the deck.
General Play Strategy
Having screwed up mana base is very dangerous for this build. Make sure you at least have the right lands to cast the 1-2 cmc cards like Lightning Bolt, Lightning Helix, Inquisition of Kozilek and Abrupt Decay. These cards are the ones that will keep us alive throughout the early phase.
When you get the fetch lands, sacrifice it then fetch a shock depending on your hand. If Chromatic Lantern is down though, keep it. You can tap fetch lands for mana when Chromatic Lantern is in the field.
Snapcast your spells when needed and exile cards with Deathrite Shaman when also needed. (E.G. If a threat comes in from the opponent then snapcast Lightning Bolt. If an enemy damages you, exile a creature card from opponent's graveyard using Deathrite Shaman.)
In around turn 7+, you're ready to cast some nasty Cruel Ultimatums. Glittering Wish it if you don't have it. Make sure your opponent can't respond to it. Once this thing resolves, you're near victory.
