RE:SlumberingDragon - Brainstorm was recently reprinted in the Conspiracy set (June 6, 2014) . If that doesn't make it Modern I don't know what does.

That doesn't make it modern legal. Conspiracy was a casual set printed outside from the standard sets for people who wanted either a bunch of old cards or to draft a really fun set. Brainstorm hasn't been made modern or standard legal since fifth edition. If you have questions about the legality of a card all you have to do is click on it when you're on this site or search for it in the Gatherer.

RE: OpenFire Nice suggestions but I prefer having the options of bouncing any permanent, especially since U/R has problems with enchantments. Gonna try using Preordain instead of Brainstorm. The Scry 2 should also come in Pretty Handy. Brainstorm is really good But I still wont be able to get rid of Options I may not need.

Counterflux is really amazing and all, but really only useful against other counter decks. Feel free to switch it out for Dissolve whenever you're not facing those kinds of decks; it's easier to play since it's mono-coloured and that scry is pretty nice :p

Preordain also not legal in Modern , Dissolve severely underpowered in Modern. Mana Leak is better. And the Modern cantrip of choice nowadays is Serum Visions .

RE: snotice - Guttersnipe is pretty standard in most burn decks. It would probably do OK in here but I wanted to make a deck without him. I find it to be a pretty boring card. Also most people don't really pay attention to Young Pyromancer until its too late and there are 7 4/4 dragons smashing into their face.
