Alright TappedOut Community, this deck has undergone quite the transformation to be streamlined and competitive (but remain budget!) so I felt the description needed an overhaul to reflect that.

The premise of this deck is to burn your opponent with Flayer of the Hatebound's last ability and sacking your creatures with undying.

Key Cards

Flayer of the Hatebound: Like I stated, this cards is the wincon most games. Bringing it back 3 times is usually enough to kill opponents by the time it gets out. The ability stacks as well, so the more the merrier!

Scarland Thrinax : My favorite sack outlet. Once it's out, it sacrifices creatures for nothing which is very useful. Some may argue that Nantuko Husk and such creatures may be better, but I prefer Thrinax because it gets +1/+1 counters as well, not just a buff until EOT.

Retribution of the Ancients : The hidden gem of this deck! It not only removes the +1/+1 counters from my creatures so they undie again, but also becomes efficient creature removal, even against indestructible. The combat tricks with this are crazy! Use it in response to someone targeting your creature, remove the counter, they kill your creature and it comes back better. Once you get practice with the deck, you will see how crazy the shenanigans can get.

Undying Creatures

Young Wolf: Good early creature, pretty basic.

Strangleroot Geist: Starts putting the pressure on. Haste is great as well, so I can attack after I sack it earlier that turn.

Demonlord of Ashmouth : Really cheap, big flier who's downside is really an upside in this deck!

Nearheath Stalker : Big creature whose power come in handy when Flayer is out. (EDIT: I took this card out to make room for much needed land. Of all the cards in the deck it was my least favorite.)

Vorapede : This guy just wrecks enemies. I can just start beating opponents with him to win.

Utility

Altar's Reap: Sac outlet/ draw engine. Like any sac outlet in this deck, the combat tricks can be insane!

Manamorphose: Mana fixer/ draw engine.

Grim Haruspex: ALL THE DRAWS!

Domri Rade: +1 for card filtering, -2 for killing my creatures and maybe my opponent's creatures as a bonus, -7 just scary.

Undying Evil : Protection for my things that are not readily reanimated.

Tragic Slip Great remover. Morbid is not hard to activate at all.

Blood Artist: Anyone who has played with this vampire will tell you just how great of a card it is. Life drain for days!

Conclusion

That's all I've got! Please, feel free to leave any suggestions in the comments. What to put in, what to take out, strategy notes (if I get enough upvotes I may put in a strategy guide with all the best tips and tricks!), etc. Thank you!

Updates Add

After several playtests, the best (imo) budget lands that don't destroy the tempo are... the checklands (Dragonskull Summit, etc.)! For budget reasons I opted for Llanowar Wastes over Woodland Cemetery. Should it become cheaper I will snag it!
