Nice deck, I didn't know you could make one this cool on such a low budget. If you want something to pump up your spirits, Long-Forgotten Gohei is very budget.

Promise of Bunrei works pretty well; one of my friends runs it in his W/U spirit deck. It has a nice interaction with Azorius Herald.

Glad you liked the suggestion! If you haven't seen it yet, I also would like to suggest Hunted Phantasm. It's a stupid beater to drop on turn 3. The Goblin tokens shouldn't be too much of issue to chump block with all the beefed up tokens you will most likely have. Echoing Truth can also get rid of the tokens via bouncing, and be a sideboard option.

Outriderblue When I first made this deck, I really looked into Hunted Phantasm. However, I just felt it wasn't really worth the five other tokens on my opponent's side. I may include it if I make another similar deck to this one. Awesome suggestions though! Thanks for the feedback!

No prob, thank you for the consideration pense2. One of my friends put together a U/B deck with Torpor Orb that features Hunted Phantasm and Hunted Horror, and a few other creatures with ETB effects that get canceled out by Torpor Orb. Here's the deck list if you're interested.

I'd max out the Drogskol Captain, since two of them on the field is brutal. Also I found that Blessed Spirits are better than Latch Seeker. And, since the Tallowisp won't fetch Oblivion Ring, I suggest Pacifism or Prison Term as forms of removal.

Some nice Spirit cards are Spectral Procession, Sovereigns of Lost Alara, Topplegeist, Eidolon of Countless Battles, Sky Spirit, Windborn Muse, Phantasmal Image (especially copying the Captain cuz then both get hexproof so it can't get targeted & sacrificed), Kira, Great Glass-Spinner, Spectral Rider, Anafenza, Kin-Tree Spirit
Get rid of Geist-Honored Monk, Drogskol Reaver because while really good cards, they are super mana intensive, you should already have the better board if you just flood the board with more efficient lower cost spirits
Azorius Herald does gain you life, but you really don't need it because you can end the game before that's an issue, also Azorius Charm, Cathedral Sanctifier, Ghost-Lit Redeemer, & Honor's Reward are all better options but you really don't need it.
Mindshrieker is super stupid, just no. It essentially costs 4 mana, its not worth it to leave it to fate to decide if the car is good
Latch Seeker is Ok, but there are better options, flying is just as good as unblockable and there are a lot of cheaper spirits that are less fragile and easier to cast, Topplegeist is better.
Doomed Traveler is good, but it has to die first to be useful. It by itself has a no synergy with the rest of the deck. Your opponent could just not kill it and let you hit them for 1 instead of blocking or exile it or something.
Get another Drogskol Captain, Call to the Kindred & Steel of the Godhead, they seem essential to the deck.
TAINTED CHAINS IS AWESOME!!!!!! RUN 4!!!!
Bident of Thassa is too expensive to outweigh its benefit. Use something like 4x Accumulated Knowledge instead.
Instead of Vapor Snag, use Detention Sphere. It's a more permanent solution.
Add more Counter spells such as Mana Leak, Absorb, Dissolve etc. They can make the deck more flexible against random match ups. Make sure they are lower than 4 CMC, other wise they're not worth it... unless it's Ojutai's Command
Rogue's Passage is uselessly expensive, most of your spirits have flying, which is good enough. Use cards like Hallowed Fountain or even a simple Evolving Wilds. Evolving Wilds is good b/c using it basically takes out 2 lands from the deck (Itself and another basic), making it more likely to draw a spirit or something you can actually use instead of another land.
Also, is you take out the high CMC cards, you can cut the amount of lands to 20-22

Umm, Sphinx's Revelation is the best I know that nets you more cards, Thirst for Knowledge is another, but its mostly for artifact decks. Compulsive Research is similar except with lands. Remand is both a counter spell and a draw spell, but it is expensive and not permanent, but if you have the money get it. Repeal is the same (this is optional, not as good as Remand. Think Twice has a high CMC just to net 1 card. Visions of Beyond is a cantrip, but Ok late game (Sometimes, 20 cards in grave is hard to reach).
There are lots of cantrips though. Serum Visions, Gitaxian Probe, Sleight of Hand, Peek, Thought Scour, Azorius Charm which is also modal making it super flexible, Wall of Omens is used in a lot of White control decks
Umm, Perilous Research nets a card too.
There are filter draws which have a higher CMC, but dig through the cards. Anticipate and Telling Time (Anticipate is mathematically better), Peer Through Depths is for Instants and Societies only, Augur of Bolas is a weaker creature form of Peer,
I guess Gifts Ungiven is technically a draw spell.
And Mystic Speculation but it doesn't draw you a card.
If you are worried about card advantage, you can play Spirit of the Labyrinth, which limits you to draw 1 card each turn, meaning 1 on your turn, and 1 on the opponent's if you play a draw spell on their turn.

Regarding the draw: since you run call to the kindred, why not try See Beyond? It puts sth. more expensive back into your deck where call can find it
