Dimir Rogue Mill

Potential Replacement : Distant Melody is great in a tribal theme, but it won't help you to come back if you get wrath. Into the Story is more reliable in this situation, and will much make you draw as much as Distant Melody most of the time.

Fellwar Stone may be a better ramp rock than Mind Stone or Commander's Sphere as it fix your color for less mana. But Mind Stone and Commander's Sphere offer you the possibility to draw when you don't need ramp anymore.

The deck has a lot (4) of counterspells and creature removal. It may be better to adds some other permanent removall, like Brazen Borrower who also fits the theme. (Tips : Didn't Say Please, Price of Fame and Soul Manipulation aren't the most effective hates in the deck)

Whispersilk Cloak could be a good addition to the deck, as it can give evasion to Anowon, the Ruin Thief in addition to give him protection. Glasspool Mimic   is a good addition as it is a free replacement of a land (or it can give you more land if you want to). Coastal Piracy is a good draw, but suffers with wrath. It is highly efficient if it rests on the battlefield more than one turn. Court of Cunning is not a bad draw, as you can become the monarch each turn if you lose it. It also fits the mill theme.
