Like, totally burst, dude!

SOME NOTES: This deck with sideboard costs around $80 with no foils.

This deck could quite easily be modern. Just swap Serum Visions in for the Brainstorm, Ponder, and Preordain.

Why:
I was inspired by Thing in the Ice   to make a good shell that was competitive without thing in the ice having to be in play.

Also I don't really like combo decks that rely on specific win conditions (Vampire Hexmage I'm looking at you!). So out of that was born RU the day.

How:
The deck uses its creatures to leverage extra damage from the many instant and sorcery cards. The spells are kept quite low CMC and the idea is to cast many spells in a turn to pump creatures or trigger damage or remove ice counters.

With what:
Certain combinations can be quite deadly. Epic Experiment for 5 CMC is usually a good finisher. If you're lucky you can get 4 spells for 1 card and 5 mana. If you have a Guttersnipe in play thats 8 damage + any burn that was drawn. If you had a Kiln Fiend or Wee Dragonauts thats going to be some powerful burst damage. Especially if one of the cards drawn with experiment ended up being Temur Battle Rage or Distortion Strike.

So Thing in the Ice   ends up being just a time bomb distraction that you can drop early and ignore until it transforms or your opponent is already dead, whichever comes first.

I have been getting some turn 5 kills with this. For a budget build I think that's not too bad!
