Think Twice is a great card for draw/go builds, Jace, Memory Adept or Teferi, Mage of Zhalfir could be an alternate wincon.

I have a friend who also plays mono blue control, however he uses playsets of Boomerang, Gigadrowse, etc (It used to be Owling Mine). Have you considered something like that? I'm mainly curious as to the pros and cons of the two variants. Like the deck though!

Caaarrlll - both of those cards are used in conjunction with mine effects to break the symmetry of those effects and are VERY powerful in the right shell (in fact, I do not think this deck has any realistic chance against a well timed gigadrowse into infinite turns - but not many do!) but unfortunately we don't have that same sort of 'combo inevitability'. I LOVE gigadrowse, but I think we're better off trying to directly answer an opponent, not just buy turns.

Ancestral Vision is back, so perhaps you can use it? And perhaps you can play Jace, Vryn's Prodigy  Flip?

Memphismaymagic5 - AV is a unique card in that I personally feel it's better when in conjunction with proactive answers to things rather than additional reactive answers. With that said, I'm going to be trying out AV in different configurations with Serum Visions and Think Twice to see what works best.

As for Jace - he doesn't really fit too well in this deck. Looting is nice, but his planeswalker side is a non-bo with all of our counterspells and his + is dead against a number of different decks. If I could run merfolk looter in the deck, I would, but as of right now I think a critical mass of counters/answers is essential to get into the late game.

I personally run my own variant of this deck and I feel like it needs snap casters, gearhulks, and I think that think twice is better than serum visions as it is actual hard card advantage as opposed to just filtering, as well as being instant speed so you can do it eot. Blinkmoth nexus, inkmoth nexus, muta vault, and faerie conclave (don't knock it till you try it) are pretty good in this deck as they are either a threat that cannot die or infinite chum blockers. I also run a singleton horizon canopy for card advantage, and I feel like it is better than cateract. 4 mana and sacing a land is a bit much for me and having a form of card advantage as early as turn 3 or 4 for so little mana just seems good. I don't personally run them, but I am curious on your opinion of trophy mage as crucible #5-8. If you want to spend the money, I think running some number of ancestral vision is correct in most blue shells, but 3 seems to be perfect in this archetype. If you are running academy ruins, i also think that running 1-3 e maps is great as they let you essentially run 4 ruins without the downside of legend rule, and even after ruins you can use it to find a man land, tec edge, or your chosen card advantage land. It can even be looped every turn (and you can pay at EOT) to filter out lands if you need them, or to finish some kind of lock or utility land late game. But these are just my suggestions and I would very much like your opinion on them as I want to develop this in modern and possibly convert it to legacy, eventually.
