Set wars is a format where you make a deck consisting of cards only from a single set this deck can be played against any other deck with the same restrictions. The other deck doesn't need to be from the same set. The aim is to make a deck powerful enough to face off against the decks of other sets. (you probably don't want want to play dragon's maze against Innistrad) You may also want to separate sets to modern and non-modern as power levels of creatures and spells start to differ greatly when you go back.(This is not a rule however). Furthermore smaller sets such as Alara Reborn are not as powerful as the larger sets in blocks.
