IS mill really worth it in EDH? Even if it is infinite mill any decent EDH player will have Eldrazi titans to counteract things of that nature.

Instead of semblance anvil you could just run Helm of Awakening as it doesn't cost you a card to use. Metalworker might do some work in here.

Also a Sharuum deck with no Intuition is almost a crime. Its too good not to have in this deck.

Mikaeus and Triskelion are a cute combo but they don't do anything by themselves. I would probably replace them with things to get your combos out faster such as Lim-Dul's Vault Mystical Tutor Vampiric Tutor Necropotence and such.

also where's Fabricate? Its an artifact deck's best friend.

There are two artifact decks on my profile that you're more than welcome to look at for inspiration. One may be a little out of your price range judging by the budget used here and the other is a Sharuum deck that i just mess around with that i packed with spare cards.
