Every creature except for two extremely good value creatures are able to be brought back when they die by the commander Shirei's delayed trigger ability. Even at that, there are ways within the deck to ensure that those creatures Midnight Reaper and Pawn of Ulamog are able to be brought back. By using some of your other creatures that can distribute -1/-1 counters they can be brought down the one power so at the time they die Shirei will trigger to bring them back. Your commander is the linchpin, and the top of the mana curve. There aren't a ton of budget ways to give ongoing indestructible but a great one like Blessing of Leeches gives you unlimited free regeneration, almost as good. everything is cheap and efficient value creatures that will create tokens, draw you cards, drain your opponents life, or remove their resources. There is a minor discard theme in here to deal with other control players, since this in many ways will play as a control deck itself. There are a lot of triggers to keep track of with stuff dying and entering the battlefield so be aware that its not the easiest to pilot and might take a few games to settle in to how it'll play. Your win conditions are as varied as staple aristocrats payoffs Zulaport Cutthroat and Blood Artist or the self draining creatures Cauldron Familiar, Serrated Scorpion, and Perilous Myr or a big swing from Bloodthrone Vampire when your opponents have no cards in hand, and no creatures on board from the likes of Abyssal Gatekeeper, Big Game Hunter, and Bone Shredder
