I've been creating budget decks to play with my friends who are not accustomed to playing Magic. A rule of thumb has been to choose only cards that are less than a dollar as physical cards, limiting to a total of ~$30 per deck. This is one of the better working ones, as I had chosen to play Sultai years ago at an event and I had some of the necessary cards on me.

The key is to amass loads of Zombies, beat your enemy with them and mill them if needed. The idea is that this is played in multiplayer. Victory is achieved for example by:
Loads of cards in my grave -> Empty the Pits -> Unbreathing Horde -> Paragon of Open Graves -> Wonder is in grave -> Apply zombies liberally to the player who you need out of the game

Add more cards that return others from grave and exile
Add more cards that buff the Zombie horde

Made some adjustments with help from a friend. He kindly supplied me with most notably Endless Ranks of the Dead and Unbreathing Horde. I removed Cluestones as they did not benefit how the deck playes.

Planned to be removed:
Gatecreeper Vine, Borderland Ranger and Dawntreader Elk help with ramping mana for a low cost in early game and provide with a potential biomass for the zombie-machine, but could be changed for more useful bodies.
Copperhorn Scout gives too little value.
Gnaw to the Bone gaining health doesn't benefit the deck as much as I initially thought.
Codex Shredder, my friend suggested to remove this. However, I feel like this might have some utility.
Murder of Crows doesn't bring enough to the table.
Golgari Keyrune can help with adjusting mana and as a temporary deathtouch body. As an artifact isn't as valuable for the deck as it should be.
Necromancer's Stockpile I'll need to look into how this card plays out in this deck. A creature would be more useful, but this might bring some situational utility.
Ghoulraiser there are not that many zombies that I want to bring back from the grave to justify bringing a random zombie.
