For this deck, I decided to write a story. This was a really bad idea, and I apologize in advance to anyone who decides to read it. Here it is. Sorry.
Sigil Captain's Day Off Show
Sigil Captain had had enough. He stormed out of the tent in a huff. Major Dickinhand had just rejected his great idea for important army things for the third time this week! It really chafed his hide. Thoroughly miffed, Sigil stampeded back to his army place of residence in a rage and slumped into his chair, brooding broodily. Remembering his mystical rhino army therapist's advice, Sig took a few deep breaths in an attempt to calm his temper. It sort of worked. He didn't feel good, but he felt better.
Sig decided to try more of his therapist's advice, and so he began practicing his active-regression techniques. He reached into his closet or wherever you store things when you live wherever an army captain stays when he's in whatever situation would call for a meeting in a tent with a superior ranking officer and you're a rhino. Sig grabbed a small wooden box and gently dumped its contents. A congregation of little green army figures coalesced into a modest pile on the floor/ground. He was reminded of a simpler time when he was a child and he would play army with his older brother, Dauntless Escort. Three years ago, Dauntless has been on the front lines of a particularly bloody battle. He sacrificed himself in order to "creatures you control gain indestructible until end of turn". His death weighed heavily on Sig.
As he was reminded of the past, he gazed past the plastic toys for a moment before snapping back to reality ope, mom's busketty. Sig picked up one of the little army men and for split second he could swear that he felt it move in his hand. Startled, he dropped it and glared at it wearily. The toy lay motionless on the ground. He must have been imagining things. But as he reached to pick it up, it began shaking violently. Sig heard a rattling from the pile of untouched toy soldiers and turned his head just in time to see the toys begin twisting and growing in size! Before he could react, one of them completed its transformation. It was... an elk!? One after another the plastic men warped and stretched until they were all 3/3 Elk and then the box became a 3/3 Elk and then Sigil Captain became a 3/3 Elk and then everything was a 3/3 Elk.

Anywayyyyy, about the deck. Sigil Captain's ability allows for some really fun PDH stuff! Any cards that put out 1/1 creatures for low CMC become a fantastic value, but if you can't get your commander out (and keep it out) then you end up with an army of 1/1 creatures for the cost of an army of 1/1 creatures, which will have a pretty rough time swinging for the win. So the primary strategy of this deck is to get your commander out early and protect him as long as possible while you build your army of 3/3 creatures for cheap. It's a simple deck with simple needs.
There are a lot of common 1/1 creatures to choose from which would have great utility if not for their low stats. With Sigil Captian on the field, Segovian Angel becomes a 3/3 flying vigilance for ONE MANA! Fencing Ace becomes a 3/3 double strike for TWO! Not too shabby. Not to mention cards that drop multiple 1/1 creatures at once, like Saproling Migration and Battle Screech. Cards that can keep pumping out 1/1s over time have great value in this deck as well, such as Selesnya Evangel and Presence of Gond. I also threw a bit of flying in there for flying purposes.
There's all sorts of stuff to protect the commander too. You got your umbras to give it totem armor like Hyena Umbra, you got your blink stuff like Cloudshift, you got your protection-from-chosen-color stuff like Gods Willing, and you got your hexproofing stuff like Vines of Vastwood.
Other than that, there ain't much here. There's Lignify and Reprobation which can deal with the opposing commander, and there are a few cards to buff creatures and/or use up opponents' removal spells like Sigil of the Nayan Gods and Bladed Pinions, and there are some cycle lands for late game, and I think that's pretty much it.
The deck is basically in its final state now, but I'm always open to suggestions.
