Your land needs some reworking. Get rid of all lands with "cycling" and tap to sacrifice and search. Cut back the forest and islands to 10 each. Also ditch the ones that use charge counters. Instead of all of those, use lands like Simic Growth Chamber Nykthos, Shrine to Nyx. Support the lands with Caged Sun and Market Festival. Might want to add in Karametra's Acolyte and Yisan, the Wanderer Bard, also Sakura-Tribe Elder and Burnished Hart. Adding in a Khalni Hydra or Primalcrux will also allow for a bunch of devotion mana production. Replace the sacrifice lands with Traveler's Amulet and Expedition Map.

Additional cards to consider would be Forced Adaptation to go with your Gyre Sage and maybe Birds of Paradise. You're running blue, so you should have Negate Annul and Cancel, also add Fade into Antiquity and Naturalize. Primeval Light and Creeping Corrosion are also good to have.

Forgot about Journey of Discovery. Let's you potentially play 3 lands in one turn.

@aethaleon:
i already have Forced Adaptation in there, and of your suggestions i'll add the Simic Growth Chamber and Nykthos, Shrine to Nyx. the rest i dont really like because they dont help with the +1/+1 counter theme. this deck is made for me to have fun with +1/+1 counters and blue/green cards, not to win. thanks anyways. and i think 39 lands is a god amount for me

plus im already over the card limit and need to take cards out, much less add new ones by removing ones that fit the casual theme

Take out 2 more island and 2 forest, Evolving Wilds, Llanowar Reborn, Lonely Sandbar, Terramorphic Expanse, Tranquil Thicket, Vivid Creek, and Vivid Grove. That puts your deck at 98 cards. Then add, Travelers amulet and Karametra's Acolyte. 100 cards with 28 lands.

Might swap out Leafdrake Roost for Yisan, the Wanderer Bard, or Caged Sun.

i dont think 28 lands is enough for EDH. the lowest i'd go would probably be around 36 but i dont know if im even willing to do that. Caged Sun will only help one of my colors and same with Karametra's Acolyte, and i dont know if ill need the ramp. i would rather use Wayfarer's Bauble or Armillary Sphere over Traveler's Amulet, but im not going to use those anyway; ive got a lot of card draw and some land shenanigans to help me in that department. Yisan, the Wanderer Bard is cool but im not very interested in adding her. Leafdrake Roost has synergy with Doubling Season and Primal Vigor, which i like, and it is simic, which i also like

I run my EDH deck with 22 lands. With devotion, I could have a minimum of 4 lands on the field and be able to play every card in the deck without needing more land due to devotion. My deck would run devotion better than this one, so increasing the lands to 28 or 30 max would work fine with a little devotion in your case. Once you play with devotion, your deck will need a lot of micromanagement with your counters due to the amount of things you'll be able to put on the field. If you don't use the devotion available to you, your restricting yourself to just the lands your able to draw and play one at a time.

Combo Minamo, School at Water's Edge + Yisan, the Wanderer Bard = 2 creatures per turn. Or, Minamo with Nykthos for double devotion mana.

If you want draw power, get a Jace plainswalker in the deck. Or my personal favorite, Heroes' Bane + Soul's Majesty pump up Heroes' Bane to about 64/64 then draw 64 cards. Play a Reliquary Tower or Elixir of Immortality if you have to discard all but 7. This is also where the Expedition Map would come in handy for finding Reliquary Tower, if you happen to be unlucky and not draw it.

i dont really want to make devotion a big part of the deck. nykthos is enough for me; i want to focus on the counters. Heroes' Bane i'll put in the deck, seems like i can make it big with this deck. i like randomness, so im not really too determined to add Expedition Map or anything to help me get my Reliquary Tower. im not really looking to add non-counter cards right now; im more looking to cut some problem cards but i have trouble deciding on what to remove. i love all the cards equally

With just Nykthos and Karametra, you should be good for devotion as some of your other cards support both of them to allow them to be used multiple times. Heroes' Bane has been up on the chopping block in my deck to be swapped out for some other creature multiple times, but then I discovered new uses for him so he earned his keep.

I know how you feel not wanting to cut cards, but you have to look at how useful they really are. Any one of my hydra creatures sacrificed to Feed the Pack would get me a absolute ton of 2/2 wolf tokens and I've used it a lot. But 2/2 wolf tokens aren't as useful as the hydra tokens I can make with Hydra Broodmaster or the insect tokens I can get from Hornet Nest. So now, after I looked at Thousand-Year Elixir in your deck, I realized that it would be far more useful to me overall, then Feed the Pack, especially because I can make copies of it and it costs less to play. So I'm swapping the cards.
