Sisay the search engine. I built Sisay around the idea of her being able to be a countermeasure against various situations or archetypes, specifically based around tutoring responses at instant speed. As a result, most of the permanents in this deck are 5 or below for ease of use. I'll be listing the strategies Sisay can protect against:

Graveyard strategies: Anafenza, the Foremost.

Voltron: Oko, Thief of Crowns, Merieke Ri Berit.

Free/Discounted Spells: Lavinia, Azorius Renegade.

Target Removal: Shalai, Voice of Plenty, Oath of Teferi.

Board Wipe: Yorion, Sky Nomad.

This is only a few big, specific things Sisay can protect against. A few other, noteworthy mentions for more obscure usage: Teferi, Time Raveler protects against responses, etc.

In addition to counterplay, I wanted to give this deck some strong synergies. I figured card draw and cost reduction would be good. Niv-Mizzet Reborn and Jhoira, Weatherlight Captain, for example, are meant to help fill your hand with cards. Kethis, the Hidden Hand, Ral Zarek, and Kalain, Reclusive Painter can help the deck pick up the pace and raise Sisay's power. In order to get the ball rolling, some of these cards I am including are, generally-speaking, just value legendary cards meant to get our colors out, like Yoshimaru, Ever Faithful, Rhys the Redeemed, Anafenza, the Foremost, and several others.I am trying to get the jist of what balances work best for the deck, still.

There are two infinite combos in this deck. The first one involves playing Karn's Temporal Sundering while ulting Kaya the Inexorable. You can expedite Kaya's ult via Oath of Teferi, Ajani, the Greathearted, Kasmina, Enigma Sage, and/or Oath of Gideon. On your next turn after you gain Kaya's emblem, cast Karn's Temporal Sundering for free with the emblem's ability. You can get this legendary sorcery with cards such as Search for Glory or Kasmina, Enigma Sage. On your extra turn, use it again, and again. You now have infinite turns, and you can tutor up all sorts of threats to win with relative ease.

The other infinite combo, which is easier to pull off but requires more cards, involves repeatedly untapping Jegantha, the Wellspring with Ral Zarek(For this combo I'll use Ral). If Sisay is at Power 6 and you have sufficient lands by the end of the turn right before yours, you can tutor up Jegantha. Then, on your turn:

-Tap Jegantha to tutor up Ral Zarek. +1 Ral to untap Jegantha.

-Tap Jegantha again to tutor up Aminatou, the Fateshifter. -1 Aminatou to flicker Ral. Ral then untaps Jegantha with his +1.

-Tap Jegantha again to tutor up Nicol Bolas, Dragon-God. +1 Nicol Bolas, using Ral's +1 ability, to untap Jegantha.

-Tap Jegantha again to tutor up Oath of Teferi (Exile a land or something meaningless with it). From here, Bolas and Aminatou can flicker each other and other things as many times as you want. You can get infinite Jegantha WUBRG mana, as well. Just keep activating that lethal ability, flicker when the planeswalker needs a refresh, and keep doing it all over and over until you win.

This is my take on Sisay, Weatherlight Captain. My friends seem to have built her more value-based while I've taken this more counteractive approach. I hope it's a good path to take! So far, the deck's worked wonders for me.
