This is a landfall build of Sisay, Weatherlight Captain. Playing Sisay early isn't as important as playing her tactically. The deck can function well without her. Though, playing her at the right moment can be rather advantageous.

The deck functions as a landfall engine, which allows multiple lands to cycle in and out of play each turn. The engine itself runs off of three core types of abilities:

1) "You may play an additional land on each of your turns." - With cards like Aesi, Tyrant of Gyre Strait, Azusa, Lost but Seeking, and Song of Creation, the number of lands entering play each turn increases. Having 5-6 lands entering play each turn, on average, would be ideal.

2) "Sacrifice a/this land:..." - Mana Vortex and Squandered Resources are good cards which involve sacrificing lands. Eventually, the battlefield will fill with lands, and so using abilities which remove lands help them cycle back into play, after playing the third and final piece of the engine...

3) "You may play lands from your graveyard." - Cards like Crucible of Worlds, Ancient Greenwarden, and Muldrotha, the Gravetide allow lands to come back into play, even those you've already played once, sacrificed, and then played again in the same turn.

Once the engine is running strong, Sisay's second ability can start being activated each turn, possibly multiple times, which will continue to feed the landfall engine, and optimize card/field advantage.
