So... I hate to do this, because I love janky combos and I love the whole idea behind this deck. But your combo doesn't work.
Jugan's ability only triggers when he dies, which according to MTG rules means "goes to the graveyard." Going to the command zone is a replacement effect, so he doesn't get to spread counters if you put him in the command zone.
Trust me, sometimes I wish it were otherwise, but its the same thing that stops me from getting triggers off killing enemy generals with Toshiro Umezawa, and stops Child of Alara from being the most broken commander of all time.

WAIT.
Add in Scavenging Ooze.
Now you can send Jugan to the graveyard, put counters on Gyre Sage, exile Jugan with Scooze, send him to the command zone, recast, rinse, repeat.
Bearscape and Night Soil work too, although you need other cards to be going to grave as well to keep activating.
Nature's Kiss works too.

Thanks for pointing that out to me, I would have hated to build this deck in real life only to realize it doesn't work as I drafted it up here. Scavenging Ooze and Nature's Kiss will work better than the other two, since I don't have a reliable way to loop two creatures into the graveyard. I appreciate the suggestions, and I'm glad I learned of that particular rules interaction before I built the deck!

I considered Altar of the Brood, but I dismissed it because Altar of Dementia is generally better, since I can use it as part of the loop. I might slot it back in, though. Any suggestions on what to cut?

I know you said you didn't want to lower your ramp but I feel the best choice, if the addition is to be made at all, would be Weatherseed Totem or a wall. Other suggestions may be Death's Presence, Tower of Fortunes and Doubling Season though one is expensive to cast, the second may not be worth it, and the third is expensive to purchase and I am not sure any are as easily utilized as the altar.

Weatherseed Totem is actually really good in a lot of corner cases. Because it has trample, I can actually use it as a win-condition, and I can sacrifice it in a pinch. I could see swapping out Wall of Blossoms, though.
As for your other suggestions, Death's Presence was actually in the first draft of the deck, but I cut it because it didn't have enough of an impact. Tower of Fortunes is good, but eight mana is really expensive for a draw-four effect. Doubling Season is way outside my price range, but I would run it if I had one.

I agree with the trample aspect. It honestly just slipped my mind. And it's useful up to that point. I thought the tower may help with draw-to-drop during combo time. Few of us were lucky enough to catch DS before the latest price jump. :/ Have you thought about Craterhoof Behemoth at all?

Craterhoof Behemoth works really well as an alternate win-con with Avenger of Zendikar, but unfortunately Hoofie is a little outside my price range at the moment. If I ever pick up a copy I'll definitely slide it in, though.

Would Evolutionary Leap be a better repeatable sack outlet than Starved Rusalka? Snag a creature instead of 1 life and it's generally harder to get rid of?
Rishkar, Peema Renegade plays nicely with handing out counters, especially if you haven't been able to find one of your main mana dorks.
Fun take on an under-used commander. I just picked him up for my Molimo deck and I enjoy that while he isn't the best spirit dragon he's decent in the right build.

Pal00ka, I actually chose to used starved Rusalka specifically because it's a creature. I can search it out with cards like Primal Command, which I can't do with Evolutionary Leap. I don't have to tap it for its ability, either, which makes it better than Plaguemaw Beast in a few situations. If you've got a suggestion for what else to cut, though, I think Evolutionary Leap would be a nice addition. Also, Rishkar is already in the deck, and you're right; he really pulls his weight.

Now I really need to get around to collecting the four Dragon Spirits I don't have. All I have is Ryusei. This looks like a really fun deck.

Tucking Jugan into your library from your graveyard also lets you put him into the command zone. So you could use Bow of Nylea and Reito Lantern to help with the combo. There may be other cards like them too.

Wow, I didn't even consider that possibility! I'll add Epitaph Golem and Bow of Nylea into the deck. The former is a creature and therefore tutorable, and the latter is a +1/+1 counter engine in a pinch. Reito Lantern isn't as useful to me because of that, and I think that four redundant parts to that engine piece are enough. Thanks for the great suggestions!

I highly recommend Joraga Warcaller due to the high amount of elves you have. The 1/1 counters with his ability makes your elves a threat on top of everything else.

studajew, simply put, I don't have enough space. My playgroup doesn't pack enough hate to really warrant disruption. Maybe I'll find a way to squeeze them in, though. Any suggestions on what to cut?

Momentous Fall just seems a little underwhelming. Don't get me wrong it is a great card but you are already using better sacrifice outlets. Also you might want to run Joraga Treespeaker over Worn Powerstone. They are essentially a 2nd Sol Ring but jorga has the potential to net you more mana and is also a creature you can sacrifice. Lastly you might want some lands that sacrifice kind of like High Market or Miren, the Moaning Well

studajew, thanks so much for the suggestions! I think you're right, Joraga Treespeaker is probably better than Powerstone, but it's close. I'll do some testing to make sure. Momentous Fall has actually done a ton of work for me in the past, and I'd rather keep it in. High Market and Miren, the Moaning Well are also good lands that I'll slot in.

Personally I'm a DBZ fan and when I first saw your commander I thought it's Shenron!!! I really like the idea behind the deck and that it works with the new AER spoiler.
