Slicer is a very interesting commander in how he is able to swing every single turn, making him by far one of the fastest aggro commanders IMO. I've consistently been able to kill entire tables by turn 5 and sometimes turn 4. The deck is definitely more exposed to removal as you don't want to give him hexproof/shroud as that prevents you from doing combat tricks on other players' turns with Slicer. Still, I haven't had many issues with removal as the deck can afford to lose him a few times and still pull out a win.

This is a very budget-friendly deck hovering between $10-$15. If you'd like to make the deck stronger I've left some upgrade options below.
