Batwing Brume or Riot Control seem overall better than Chant of Vitu-Ghazi because they work whether or not you have any guys to tap.

Those two cards are great! The reason I opted for Chant of Vitu-Ghazi was for the tremendous heals. In my meta i play mostly in games with 4+ players and people tend to play decks that grow big and swing for the fences. So when a player swings at me for 100+ damage and I heal it all up ,Chant of Vitu-Ghazi suddenly becomes worth it. Also with Intangible Virtue the convoke cost is actually not hard to use. I have often been in situations where i tapped my mana out completely and paid for the Chant of Vitu-Ghazi using only creatures.
