This started out as a draft deck (SOI Draft 2/1) that I thought would be terrible, but worked surprisingly well so I built this around the theme. Lots of low cost creatures to go wide then buff with Always Watching. Play generally involves casting small creatures, but leaving mana untapped to play instants, flash/return creatures or pop clues.

Spectral Shepherd opens up some great control combos. Add Rattlechains and you can return and flash to prevent a spell targeting any spirit. With topplegiest you can block, return then cast again tapping a another creature for 3 mana; flashing too, if Rattlechains is in play. Also returning sprits to hand on the opponents end step before casting Descend upon the Sinful has been very satisfying.

Returning/flickering/tapping creatures is great for preventing oppents from getting through, but this deck does have a weakness to trample damage.

Angelic Purge and Bound by Moonsilver help to get delirium especially if you can afford to sac a land. Otherwise, clues provide disposable fodder. Topplegeist gets really oppressive with delirium and flicker effect.

Finally, clue generators are in to maintain card advantage. Mainly Thraben Inspector, Erdwal Illuminator and Bygone Bishop along with some handy instants that can swing combat outcomes. Daring Sleuth flips off these and can generate more although I largely have him in the deck because he's a cheap blue creature.
