Budget UG deck

This tempo deck tries to win with cheap flash creatures backed up by counterspells. It's a bit more tricky to play then the average aggro deck, but it's not that hard either once you get used to it. Also, most of the cards are uncommons, which means it is very budget.

The threat package features werewolves in the two-drop slot, Duskwatch Recruiter   and Lambholt Pacifist   . Theses cards play extremely well with flash creatures and counterspells since you will pass your turn with mana up on turn 3 on a very consistent basis.

Your flying threats, Rattlechains and Nebelgast Herald give you a way to win through ground boardstalls and provide tempo upon entering the battlefield.

The wolf spirits Pack Guardian and Spirit of the Hunt round out the flash creatures suite. Don't forget Nebelgast Herald 's triggers ! Thoses creature count as both wolves and spirit.

Ridgescale Tusker is a big threat that can turn a game around very quickly. Note that it's a budget replacement of Verdurous Gearhulk. Trample plus the ability to distribute all the counters on a single creature, such as a flyer or even on itself make Verdurous Gearhulk a straight up better card in nearly all scenarios.

The rest of the deck is counterspells and Key to the City, which is a nice utility card.
