All in twin can be good but the tempo version is better. If you have to ask why you probably haven't read Cryptic Command or Snapcaster Mage.

4x Dispel in the main board? I'd drop all 4 for 2x Spell Pierce and 2x Spell Snare. Maybe even 2x Izzet Charm if you don't like either of those. Or 2 of each, 8-10 counter spells is where you want to be. You'll have a much MUCH better counter package over all.
Thoughtscour is unnecessary. Just run 9-10 fetch lands and then you can run 4x Sleight of Hand which is much better at finding your combo instead of throwing it away. Or 2x Sleight of Hand and 2x Izzet Charm, since it has the draw 2/discard 2 mechanic as well.

cryptic and snapcaster are two very good cards in this deck, the reason in do not have those cards in my deck is because cryptic command requires too much splash and my goal is to beat them early to midgame , once I reach the midgame I need to get out my combo piece but make sure I have a cheaper counter spell so that it doesn't get destroyed. The reason I don't have snapcaster is only because he acts like a cryptic command except better and worse, he is a creature and the only creatures I need are my combo pieces (if I did need creatures to block othe then that means I was going to lose anyways), but I would prefer to have counter spells and cantrips in replacement of him so that I can protect my combo for a cheaper cost and get the cards I need to win

In this deck I am trying to protect my combo, in modern not very many people are going to play sorcery spells to break my combo, they will have to play intants. That is why I don't play spell snare or spell pierce, with spell pierce they can still eliminate my combo piece by tapping for three. The Izzet charm is a bad card compared to others that I can have, the reason I have thought scour is so that I can activate delve from dig through time

I see your point about Snapcaster Mage and Cryptic Command not being optimal for this deck.
All i was saying is that the tempo twin is better equipped to handle most of the decks in the format right now. This deck is a better game one deck, but post SB when the game goes longer you could have a tough time.

No but thanks for bringing up the fact because actually I just found out that treasure cruise is banned from modern, so not the card you were thinking of but yes this deck is now not modern legal

True but how many people are willing to have both of those cards in a deck just so that they can stop splinter from comboing off just once? Just by my calculations that would be a 1/100 chance at least.

Ok, about 1/10 people are going to use blue white, about 1/5 of those 1/10 will probably be running their deck with sphinxes revelation due to their deck type, and lastly there would be at most a 50% chance that they would have quicken in their deck. Is this seriously that important that you wanted me to write it out?

You have to accept that your deck loses to some stuff, even if it is incredibly uncommon in a format where there's better board clear anyway. You can't cover everything.

I would recommend +2 Gitaxian Probe, +1 Electrolyze, +2 Cryptic Command, +3 Snapcaster Mage +1 Izzet Charm, +1 Flame Slash and -4 Dig Through Time (banned), -4 Thought Scour (not good with out dig) -2 Dispel
