What about Nagging Thoughts instead of Anticipate? It drops the cards from 3 to 2, but it can help activate Delirium. I've been using it for a while in my deck, and in a couple games it gave me delirium by turn 5.

Nebelgast Herald and Anafenza, Kin-Tree Spirit are both meh cards that you could easily do without. Replacements include Reflector Mage (bouncing problem creatures back to hand + can't cast cards with the same name is amazing), Dragonlord Ojutai (with always watching it's ridiculous, not to mention the card advantage), Bygone Bishop (card advantage via clues)... You should be running 4 Spell Quellers for sure. Elder Deep-Fiend (you flash it in at end turn to tap their permanents, sac a creature the opponent is targeting with removal, etc... It's totally busted.)
For spells you should look at Unsubstantiate (allows you to make an opponents turn completely irrelevant by sending back whatever they play on curve for example or bounce creatures that you don't like), Ojutai's Command (multi purpose card)..

Id cut a few creatures (Bygone Bishop)and play more counter spells like Clash of Wills or Scatter to the Winds. Archangel Avacyn Flip is a nice curve topper and a must have in this deck.

I guess it depends on if the OP wants to run a more control oriented deck kinda like Hoogland at the columbus open or more of an aggro spirits deck.

Have you considered Niblis of Frost? It's quite cheap to buy.
It can be very handy, but you might not think you have enough Instants and Sorceries to make it worthwhile.
Remember that ALL your non-creature spells trigger Prowess, even your Enchantments.

I play a similar deck and 4 Stasis Snare is a must against almost any deck, especially saheeli combo. Also Nebelgast Herald has a lot of potential if he sticks.

This deck already runs Nebelgast Herald.
I do second Stasis Snare as it's good for other stuff besides Copy Cat eg. it can shut Gideon, Ally of Zendikar down.

I would think about switching out the Gather the Townsfolk for 4 Raise the Alarm. It doesn't have fateful hour, but the instant speed makes it much more competitive and versatile. IDK though because then it won't trigger Thalia's Lieutenant or Champion of the Parish

also I would put in some Disenchant's in your sideboard because when I play my white weenie deck White Weenie Privilege then I constantly have my opponent side in Chalice of the Void=1 which would almost completely shut you down. I've also had good luck with Akrasan Squire because exalted is awesome with a t1 Champion of the Parish into a t2 Akrasan Squire and you swing for 3.

I used to have Hanweir Militia Captain Flip but I found that it was too slow and unreliable. I replaced it with the Precinct Captain.

hello, i tested this deck during 2 days (15 games) :
--> i lose versus White-Humans (0-2), versus Selesnya-Aggro (0-2) and versus Blue-drazi (0-2)... In All case, i was finished by surrounding creatures, even if i succeed to exile the big threats (Angels, Reality Smasher...)
--> i also tried a modified version of the deck with Reflector Mage and Thunderclap Wyvern and i did better versus White-Humans (1-2) and blue-drazi (1-2) but i lose again every game :/
--> Finally, i won 2-1 versus Golgari Aristocrats (Ormendahl exiled then i got advantage)
In conclusion, i would say... lets play versus other Budget decks :D
