This is a take on a pure Dimir Enchantments list that is less midrange with fewer creatures, and more all-in on the actual casting and bouncing of enchantments to end the game by burying our opponent in card advantage while keeping them off of creatures with Nowhere to Run and Momentum Breaker. Nashi and Entity Tracker are the engines of the deck, keeping it going and going while virtually every other card is an enchantment that will add little bits of value over and over again thanks to the 12 ways that we have to bounce them.
