Now that Black Vise is unbanned (see http://magic.wizards.com/en/articles/archive/news/september-28-2015-banned-and-restricted-announcement-2015-09-28), i built this deck along with stasis and other legacy cards i have.
This stasis deck combines Black Vise + Stasis + Forsaken City to win. Chronatog and Howling Mine speeds up the deck.
Combo
Stasis Stops the game completely for your opponents and you, so in order to maintain the Stasis, Forsaken City exists. To reset the mana you could use Chain of Vapor to save your Stasis, reset you mana and play it again.
Howling Mine helps you to draw extra cards and mill slowly your opponent as he can't cash any card, unless your opponents have untapped lands, for this you can use Frozen AEther.Turnabout is a card i may put in my sideboard to support High Tide, and probably replace Static Orb or other sideboard card.
Black Vise is the fast finisher, killing your opponent somehow slowly along with Howling Mine, this strategy is pretty much what Turbo Stasis offers.
Frozen AEther helps to stop completely the game for the opponent and Static Orb to start stopping the game if Stasis hasn't came up or if it can't be mantained.
Counterspells
Daze, Thwart and Foil are to protect Stasis and to bounce used islands that won't untap to the hand again. Reliquary Tower exists to fix the hand if the numbers of cards starts to rocket up.
Foil is kind of weak free counter spell, i know.. but at the moment i can't find any FoW or misdirection cards. I'll surely replace Foil for Force of Will eventually.
Utility
Elixir of Immortality is the way to not to run out of cards before the opponent, but i'm planning to replace for Feldon's Cane as it's CMC cheaper.
Sideboard
Sideboard includes High Tide to increase mana generation in a Stasis but i'm not sure if it's wise, still trying to see if it'll work.
Ensnare to tap creatures if Frozen AEther hasn't been player yet and your opponent uses a fast aggro deck or is swarming with creatures. Has good synergy before casting Stasis in this scenario.
Propaganda for anti aggro control.
Why not Boomerang, Counterspell? On a stasis phase, i'm planning to spend as little as mana possible so i'm not trying to add them to the deck for now.
Maybeboard
Ivory Tower to gain as much as life possible during the combo of Stasis + Howling Mine
